BRENNEN MANNS | Application Preview
Brennen Manns is seeking government grants to acquire a skid steer with a grapple attachment and an 18-foot chipper, which will support the expansion of his tree service company into the west coast market. The business aims to build and scale by securing government contracts, emphasizing its commitment to upholding standards within the Federal Acquisition Regulation (FAR).
The proposal highlights current challenges in government contracting for tree services, including poor oversight and a saturated market affected by 'acquisition companies' that undermine project integrity. These companies often subcontract to the cheapest local services, adding extra fees without delivering quality work. Manns' firm differentiates itself by being a sole source contractor that performs all services with certified arborists and avoids subcontracting, which maintains high standards and accountability.
His competitive edge lies in minimal overhead costs that allow for lower bid proposals—8 to 15 percent cheaper than rivals. With extensive experience in government operations and a focus on ethical bidding practices, Manns aims to address issues such as deceptive bidding and undocumented labor. As a federally certified Service-Disabled Veteran-Owned Small Business (SDVOSB), his company stands to benefit from significant federal procurement opportunities, backed by a strong record of past performance and professional certifications. Overall, Manns asserts that his approach not only promotes fair procurement in the tree service industry but also enhances accountability among government agencies seeking reliable contractors.

Business Plan
Build and scale company by expanding to the west coast for contract procurement. Navigating government contracting for tree services requires an immense attention to detail. There are a litany of issues that plague the government business to include poor solicitation oversight and requirements, deceptive bidding, and a saturated market due to individuals developing procurement or "Acquisition Companies" that, while they play a helpful role in the government business they also frequently undermine projects, are deceptive, unfamiliar and unqualified, or procure subcontractors at bottom dollar that are not capable of completing the project. My company is goal oriented to upholding the standards within the FAR and holding government agencies accountable when solicitations are missing context or improperly written while maintaining a competitive edge against procurement companies by having minimal overhead, no program management costs and being the sole source contractor for tree services in the government business.

Self Identified Competition
Our top competitors are not large corporations or local tree services, but government "acquisition companies." These companies are often operated by a single individual that works remotely to subcontract solicitations to the cheapest local tree service while adding on a program managers fee. My company is a sole source tree service. We do not subcontract and provide all tree care services with certified arborists. I personally tend to all tree service solicitations to develop fair market bid proposals in all regions. Unlike the competition my company performs all the work with well qualified ISA arborists. We have a competitive edge because of our minimal overhead which unlike the Acquisition Companies is not factored into our indirect price proposal allowing us to perform contracts 8-15% cheaper than our competition. Because I am an SME in FAR and the government marketplace from my previous government employment I thoroughly understand agency solicitations and frequently protest agencies for solicitations that will allow for deceptive bidding, illegal and undocumented labor, and multiple change orders, which are all methods the competition utilizes to win contracts. This methods helps to rid the market place of irresponsible competition while instilling accountability for agencies seeking to procure tree services. The services solicited are funded with over 100,000,000 dollars each year and we are a federally certified SDVOSB which greatly increase our opportunity for federal procurement. Between our in depth GovCon understanding, heavy focus on fair procurement standards, excellent past performance, Professional certifications to include ISA, OSHA 30, and SDVOSB, coupled with our ability to out-compete acquisition companies we are changing the government procurement industry to foster fair procurement opportunity in an industry filled with professional tree services.
